Community Forest Utilization Business Permit (IUPHKm) is a form of government recognition of forest management to communities who have used the land to support the community's economic sector.
After obtaining a permit to use the land, the question arises ???
1. Is this Community Forestry Farming Community problem also resolved?
2. Is this utilization permit sufficient to solve community economic problems and environmental sustainability issues?
At a Glance the Struggle Demands Recognition in Forest Utilization with the Community Forest Scheme (HKm).
The struggle of the Alue Simantok Forest Farmers Group (KTH) from Hagu Village, Peudada District is relatively fast, starting from 2019 to 2020, they only received a Forest Utilization Business Permit with the Community Forest (HKm) scheme.
Before administering IUPHKm at the Ministry of Environment and Forestry, KTH Alue Simantok had collaborated on Forest Management with KPH Region II Aceh Number: SPKS Number: KTH-AS // 2019 Date 2019 accompanied by Young Forestry Extension Officer Sufriadi SP from KPH Region II Aceh.
However, this Cooperation Agreement did not last long because there were several points that could not be realized in the field, one of which was related to Security.
KTH Alue Simantok which has 72 members with the main activities in the form of Cultivation and Collection of Jernang NTFPs and Forest Management at the location of the Cooperation Permit.
Unfortunately, this Cooperation Permit seems meaningless, because there are parties who are not happy with the activities of KTH which have a Secretariat in Hagu Village, Peudada District, Bireuen Regency.
These parties always interfere with the activities of group members by terrorizing, inciting, grabbing the fruit of jernang and even destroying and burning buildings of KTH member Alue Simantok.
However, KTH member Alue Simantok remains patient and continues to struggle by maintaining that the Forest Management Cooperation Permit has a legal entity that is protected by law. It turns out that in Year 2 of this Cooperation Agreement, this party is still carrying out its actions in a pattern and manner that is not much different from the previous year.
In fact, they are increasingly reckless and openly carrying out their actions even with sharp weapons with the aim of seizing the fruit of jernang and destroying the legality of KTH Alue Simantok.

The comfort and tranquility of Alue Simantok KTH members at the location of the Cooperation Permit is increasingly disturbed and the hopes of KTH members are getting weaker because until the second year SPKS is held, the harvest of Jernang fruit always fails even though KTH Alue Simantok has been strengthened with a letter confirming the Forest Management Cooperation Permit for KTH Alue Simantok from KPH Region II Aceh.
It turns out that these parties are still trying to destroy the Alue Simantok KTH by involving community members from Jeunieb and Peulimbang Subdistricts to loot the jernang of KTH Member Alue Simantok and burn several work huts, lawn mowers, cut jernang and other cultivated plants in the location of the cooperation permit.
Clashes could not be avoided because the masses armed with machetes freely looted the results of their hard work and the security forces from the Bireuen Police plus personnel from the Polsek Peudada, Jeunieb and Peulimbang arrived at the location to ensure that blood was not spilled.
From the incident, a proposal was made to apply for a Social Forestry permit from the Ministry of Environment and Forestry which was supported by the LHK Aceh Service, the Aceh Economic Bureau and the Economic Section to Include Bireuen.
The role of the Head of KTH Alue Simantok Azhari Ajalil together with KTH members with Forestry Extension Officer Sufriadi SP is very large who are always loyal to accompany KTH Alue Simantok, this is evidenced by their forestry spirit they carry out activities ranging from location measurements to requests for social forestry permits with the 1,300 Ha Community Forest Scheme. as well as collecting data on potential existing in the location to be proposed to the Ministry so that it can be verified immediately by the Director General of PSKL, Ministry of Environment and Forestry.

Finally, their struggle was not in vain and bore fruit. On January 7, 2021 they received an invitation from the Ministry of Environment and Forestry to receive a SK IUPHKm from the President of the Republic of Indonesia Mr. H Joko Widodo at the Aceh Governor's Hall.
